Index and follow: control per page
Robots index and follow preferences are manageable across the site. Index/noindex concerns inclusion in search results; follow/nofollow expresses a preference about following links on the page. Assess the two separately according to the page’s purpose.
Enabling index does not ensure Google will index the page. Nofollow alone does not remove it from results. These controls manage the preferences you communicate to search engines.
